How to Budget a Local Outdoor Advertising Campaign

By the The Abi Ads planning team · Updated

In short

Budget a local outdoor campaign by starting from a clear goal and a defined area, then splitting money between fixed media such as hoardings, mobile media such as autos, point-of-sale boards and a small digital layer. Test a modest version first, track enquiries with unique numbers, codes or QR links, and scale the parts that bring results.

Key takeaways

  • Write down the goal and the area first; the budget follows from those.
  • Combine fixed, mobile, point-of-sale and digital media rather than relying on one channel.
  • Compare options by cost per day and estimated cost per thousand views (CPM).
  • Test small, measure, then put more money behind what works.
  • Build tracking into the plan from day one, not after the campaign.

Start from the goal and the area

The most common budgeting mistake is starting with "How much does a hoarding cost?" A better question is "What do I want to happen, and where?"

Write one clear goal, such as more walk-ins during the Deepavali season, admission enquiries for June, or bookings for a new clinic. Then define the area your customers realistically come from.

A shop that draws customers from a 3 km radius needs a very different budget and media mix from a college drawing students from across the district.

The four layers of a local campaign

Most effective local campaigns combine a few types of media, each doing a different job. You do not need all four, but it helps to think about each one.

  • Fixed: hoardings on the main approach roads build visibility and credibility.
  • Mobile: auto back panels and roadshows reach residential streets and markets.
  • Point of sale: name boards, sunpack boards and directional pole boards guide people to your door.
  • Digital: Meta and Google ads targeted to your area, plus an up-to-date Google Business Profile, catch people who search after seeing your offline ads.

Deciding the split

Your split depends on your business. A new shop often needs strong point-of-sale signage first, because a customer who cannot find you is lost however good the ads are.

A school or clinic may lean on hoardings and auto panels for steady awareness. A short sale or opening may put more into roadshows and leaflets for a quick burst.

Keep a small reserve, perhaps a tenth of the plan, for extending whatever performs best once early results come in.

Work out cost per day

Different media are quoted in different ways: per month, per auto, per day of roadshow or per board. Converting everything to cost per day makes them easier to compare.

Divide the total cost, including printing and installation, by the number of days the ad will be live. A sunpack board that lasts many months may cost very little per day even if the upfront price seems noticeable.

Example only: if a booking costs 30,000 rupees in total for 30 days, the cost per day is 1,000 rupees. This is a made-up number to show the method, not a market rate.

Estimate CPM yourself

CPM means cost per thousand views or impressions. It lets you compare a hoarding with an auto campaign or an online ad on a similar basis.

To estimate it, divide the total cost by your estimate of how many people will see the ad, then multiply by 1,000. For a hoarding, you can roughly estimate views by counting passing vehicles for a few minutes at different times and scaling up, allowing for people per vehicle.

Example only: if a campaign costs 50,000 rupees and you estimate 500,000 views, the CPM is 100 rupees. Treat outdoor view counts as rough estimates, and use our outdoor CPM calculator to run your own numbers.

Test, then scale

Rather than spending the whole budget at once, run a smaller test. That might be one hoarding plus a handful of autos for a month, or a two-day roadshow in one area.

Watch enquiries and walk-ins during the test. If one channel or area clearly brings people in, extend it and add more of the same. If something brings nothing, change the message or location before giving up on the channel.

Festival and admission seasons are short, so run tests a little before the peak where you can.

Build tracking into the budget

Tracking costs very little compared with media, but it is what tells you where the next rupee should go.

  • A separate phone or WhatsApp number for each major channel.
  • Unique offer codes on leaflets and roadshow material.
  • QR codes with UTM tags on boards where people stand close by.
  • A simple "How did you hear about us?" question at the counter or on calls.
  • A before-and-after count of enquiries, calls and walk-ins.

FAQs

How much should a small business spend on outdoor advertising?

There is no fixed figure. Start from your goal and target area, run a smaller test, and increase spending on the channels that bring measurable enquiries.

What is CPM in outdoor advertising?

CPM is the cost per thousand views. Divide the total cost by the estimated number of views and multiply by 1,000. Outdoor view counts are estimates, so use it to compare options rather than as an exact figure.

Should I choose hoardings or auto ads?

They do different jobs. Hoardings give fixed, high-visibility presence on main roads, while autos reach local streets. Many local campaigns use both alongside good signage.

How do I track enquiries from offline ads?

Use a separate phone or WhatsApp number, unique offer codes, QR codes with UTM tags and a "How did you hear about us?" question for every new customer.
